A war with Iraq under current conditions would be illegal under international law, a group of Europe's leading academics has told Britain's prime minister.
The letter, published in British newspapers Friday, says Iraq hasn't attacked anyone and there's no such thing as pre-emptive self-defence in international law.
"There's no basis for individual self-defence and there's no Security Council resolution authorizing collective self-defence," said Phillipe Sands, an international law professor and a member of the group of 16 eminent academics.
